A great technique used by webmasters in order to acquire high page rank links is to submit their links to online directories which index a great deal of links by categorizing them in relevant sections, these Web directories usually rank quite high in the search engines because they get a constant influx of submissions that tend to be unique because many webmasters chose to rotate the descriptions they specify to be distributed along with each link. Submitting to high page rank online directories can increase the traffic and ranking of your site if and only if the directory you are submitting to pass a great deal of link equity by itself which will in term be passed on to the website it is linking to. Creating a great list or database of high PR directories should be at the top of the list as a webmaster if you're planning to optimize your websites for the search engines.
