It Is Imperative To Do Impact Evaluation

By: Margaret Home | News-and-Society

Impact Evaluation scrupulously measures the impact that a project has on stipendiary. It habitually measures the impact by analyzing the result between stipendiary and a control group, both previous to and after a project has been executed.

Impact evaluation associates with the counterfactual analysis. This analysis can be defined as â€an evaluation between what actually happened and what would have happened in the absence of the interference.†It is an important constituent of the armory of assessment tools and approaches and integral to global efforts to improve the effectiveness of aid delivery and public expenditure more generally in achieving outcomes.

It is imperative to do Impact Evaluation meticulously and precisely in order to arrive at an accurate depiction of the best way of achieving preferred outcome for customers.
The counterfactual is never observed for the beneficiaries themselves at the same time as they are in receipt of the project. Instead, the counterfactual is typically approximated by control groups or comparison groups, as in all the methods below:
Randomization
This procedure arbitrarily assigns a prearranged fraction of the appropriate beneficiaries to the project, creating what's called the treatment group. The outstanding appropriate beneficiaries make up the control group. The disparity in outcomes between the treatment and control group is the impact of the project.
Randomization is often the fairest way to assign beneficiaries to a project if there is inadequate reserve to roll out the project to all adequate beneficiaries at one time.

Instrumental Variables

Instrumental Variables is a procedure that identifies a factor that determines receipt of a project, but which does not manipulate outcomes of interest.
Regression Discontinuity Design
This is used when a cutoff point on a permanent variable such as a poverty index is used to determine who receives a given project.

Propensity Score Matching

Propensity score matching is a tool for identifying a suitable comparison group to compare to the recipients of the project (the treatment group). Essentially, propensity score matching finds a comparison group comprising individuals who did not in fact receive the project, but who, given their observable characteristics, had the same probability of receiving the project as individuals in the treatment group. The project’s impact is then the difference in outcomes between the treatment and comparison group.

Pipeline Comparison

This method compares outcomes of beneficiaries who have already received the project, with those who have not yet received the project but are about to. This method relies on the assumption that the beneficiaries who have already received the project, are similar to those who are about to receive the project.
