They say the formula should be ten percent on-page and ninety percent off-page optimization. External link building is where you would need to invest more of your time and attention. For example, if you have a web site that talks about parenting and motherhood, you don't link to pages that are focusing on guns and ammunitions--the link would then become so irrelevant that it will not have any single value to your web site. Instead, you link to web sites or blogs that are the authority in the category of parenting and motherhood. This is how your web page can look good in the search engine or search engine results.
